Intellectual Property Protection Status While Paper Announcement in Beijing
Recently Beijing municipal government announced, for the first time, the “2002-2003 Beijing Intellectual Property Protection Status While Paper”. It reported the intellectual property protection situation in Beijing in the past few years. It also planned for the development direction and process of intellectual property protection in the next 4 years in Beijing. “Beijing Intellectual Property Development and Protection Program” is also to be announced and implemented.

Started from this year, Beijing municipal government applied the intellectual property protection status regular press release and white paper report system. According to the white paper, in the past two years, the People’s Court at various levels have accepted and heard 1,999 cases of intellectual property disputes. Among them 1,975 has been completed by first hearing. These have indeed protected the legal rights of intellectual property owners’ and other related parties. Beijing Intellectual Property Bureau has accepted 58 various patent cases, and have co-confirmed no-imitation patent department stores together with the Municipal Administration of Commerce. The ratio of patent copy products in the distribution section has decreased from 25% in 1997 to 5.29% in 2002. This has effectively purified the markets of patent products in Beijing.

According to information sources, from now on, the officially announced and implemented “2004-2008 Beijing Intellectual Property Development and Protection Program”, as the “Main Program” of intellectual property protection in the next four years in Beijing, will further strengthen transparency of legal enforcement for intellectual property cases and hold open hearings. Special actions will be organized to restructure and standardize market order and 69 detailed assurance measures will be built for intellectual property early warning system and intellectual property dispute fast respond system.
